File download failing with Internet Explorer

We have a user using windows 7 pro, Internet explorer 9 (upgrading is not an option at this time due to conflict with another software program) any time the user tries to download a file from the internet or via JDE, the download fails and he gets the messsage "Download failed.. unable to scan the file" this is the only system in the company that is having this issue.  Any suggestions would be great.
