Ticket Rules Scheduling

Is there another section of the database that manages the runtime of rules other than the NEXT_RUN column of the HD_TICKET_RULE table?

I have a group of rules that are being scheduled by another rule by updating their NEXT_RUN value, yet they seem to be running at diferent times than what are assigned.

I would imagine FREQUENCY would also be looked at.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
