Send email on new comment

I have several queues in my K1000 and none of them are sending an email when a comment is added to a ticket. They are sending a New Ticket created and a Resolved ticket email
In the config for the queue I have email Owner and Submitter both checked for comment under the email on events section.
Any advise on whet to look for?
