What am I missing?

I've followed the KB article about the IE settings.
I've tried using Dameware and RDP.
I've added the location to dwrcc.exe to the path.
I've tried the default settings from the drop down list.
I've tried using "%ProgramFiles%\\...\\dwrcc.exe"
I've tried using "%ProgramFiles%\...\dwrcc.exe"
I've tried using "C:\Program Files\...\dwrcc.exe"
I've tried using "C:\\Program Files\\...\\dwrcc.exe"
I've tried all of above just using dwrcc.

I keep getting the machine action error or "the web page cannot be found" error. The web page error come up when I drop .exe off.

I'm running Windows 7 and IE 8.

Any thoughts? I'm sure I'm missing something simple but just can't find it.
