Putting Comment field and Attachment field on the bottom of a new ticket

I am creating a ticket layout for our HR department for new hires.  Everything is going well, except the attachment field and the comment field are right at the top of the ticket.  I am trying to keep this clean and put those fields at the bottom of the ticket. 

Is there any way to move those?  As far as I can see, I do not see a place to move those.

Unfortunately not, in short the layout of the ticket in v6.3 restricts us from doing anything but changes rights within a few areas of the ticket layout, and that top section of the ticket is one such area.

One thing you might think about doing is hiding the comments field but then inserting a notes field to use for comments within the main body of the ticket.
