Putting Comment field and Attachment field on the bottom of a new ticket

I am creating a ticket layout for our HR department for new hires. Everything is going well, except the attachment field and the comment field are right at the top of the ticket. I am trying to keep this clean and put those fields at the bottom of the ticket.
Is there any way to move those? As far as I can see, I do not see a place to move those.
