Organization Filter - how to setup

Hello everyone
Right now i am trying to create Organization filter but i cant figure out how to propably setup it.When im going to System \ Organization \ filter and create new data filter i have only criteria boxes, name order and description - but i dont see a organization select box ( where computer should be assigned if pass criteria ).
What im doing wrong ?

create your filters then open the org detail page and add them to the orgs
