It is a marker file for the agent involved when there is work to do at bootup. You should not manipulate this file.

I have found this on two machines that have a broken AMP connection - on both machines I have not been able to reinstall the client.

I'm guessing based on your previous posts that you have attempted to reinstall the client so we may be dealing with a bit of a rat's nest here. I would suggest you open a ticket with support to delve deeper.
