The only solution that I have ever seen is very much a work around that is not ideal.

You create an Asset type of ticket and then create all the ticket fields required within the asset type.

Next you prepare your data into CSV format and upload your ticket data as asset data.

You will then need to write a custom ticket rule that copies the data across from the Asset table into the HD_Ticket table which is messy and can be troublesome.
