Create a ticket rule to email a "distribution list" when Ticket ownership is changed to a certain owner.
I'm not sure you will be able to do this using KACE functionality as typically in a rule you can only access a single data item that is an email address (singular). However if you create a mailing list in your email settings that is also set to look like a single email address then in effect, KACE handles the email sending and your mail server will distribute.
