Can you copy comments in a workflow process from parent to child?

I have all the fields that I need copying from the parent to the child tickets in a work flow process by using a rule but I can't get the comments to copy
Has anyone else identified how to make this happen? If so are you willing to help with this?
Is there also a way to determine the difference between a parent ticket used in workflow process versus ticket marked as parent for ex. outages- create a parent with multiple child tickets? 
I would like to use the same rule if I could do accomplish the above if possible.
