Another Out of Office question

I know this has been discussed before and there is a ticket rule to block OOO emails but those are specific to each user. I'm implementing the Sytem Ticket Rules and don't want an OOO reply to fire a rule and reopen a ticket erroneously.
The 3 options I see on the forum so far are to:

- write a rule to block OOO for an individual (not practical)
- turn off email notifications (not a suitable option)
- Exchange can limit OOO notifications to one reply (one is enough to reopen a ticket)


I'm wondering if anyone else has encountered this problem and how did you resolve it.
