The only reason that it would require a reboot after a repair is if it's replacing a file which is in use at the time of the repair. First, you need to find out why the repair is being triggered and then which process is holding that file open. To do that, you'll need a process/file/registry monitor (like ProcMon, which you may have seen mentioned here once or twice...)
