SQL Server SP 3a

I am trying to do a silent install of SQL Server 2000 SP 3a, tools only. I have tried using the answer file sql2ktls.iss supplied wiht the SP, but this does not seem to work. The command line I am using in my .zap file is as follows:

"setupsql.exe" -s -m -SMS -f1 sql2ktls.iss

As anybody else experienced problems trying to do this?
