For Flash, get the licensed version (MSI) from Adobe and the follow the guide in the Package KB.

For Digital Editions (KB):

I know I had some issues before on Digital Editions, that users required admin rights to run the program properly. It worked as normal user, but with some errors. Don't know if they fixed that in later versions though

Don't know if they fixed that in later versions thoughI can't remember the timeline now but there was a bunch of Adobe apps (do I recall, in particular, Acrobat Professional v8?) in which the executeable would re-write the permissions on a set of folders. No amount of futzing with SetACL (or whatever) could bypass it because, as soon as the app ran, the ACLs would get re-written. Adobe subsequently released service packs.
