i want to implement a silent install of win 7 wich will incorporate during the setup some basic programs like WinRAR, VLC & others. 
I want the installation program to execute before the Windows environment displays

Programs for windows generally use Windows Installer or another windows based tool to perform the installation, so windows needs to be up and running. 
The solution to your requirement is to build a master image with the software installed and then run sysprep and create an image that can be deployed to your hardware. You will need either a volume MAK key or a KMS server to handle windows 7 licensing.

yep go for the image option above. Or, use the MDT to create tasks that will install a Win7 OS then add the apps that you want. but to do that you will need to sort out silent installs for the apps you want.
