You need to provide more information.
Check the event viewer and see the exact error.
Did you tried Processmon while launching the shortcut?

I have checked in EVENTVWR it has been Shows .NET Runtime Reporting ERROR.

To my mind, this is a technical support issue which should be addressed with the vendor, since the OP makes no mention of packaging, creating a transform or anything even loosely related to the forum's purpose.
