Oracle Workflow builder 2.6.3.5

I am new to Software re-packaging using Wise and am having trouble trying to re-package Oracle Workflow builder 2.6.3.5.
Would anyone have any tips or experience on this Oracle application? specifically one error I have found is that when ruinning the app its struggling to find 'Breakiterator rule.class'.

repackaging oracle can be a real pain as many many many many many many many many many packagers would tell you
I have given up repackaging oracle
can you not create a response file instead

I have tried this but did not seem to work.
I install WFB on a test machine and observed the proccess, It seems to run fine but cannot connect when running the net manager.
The process that fails is this 'Breakiterator rule.class'. the app itself works fine and it can see the TNSNAMES.ora.
