Installation on non English OS

What is the best possible way of doing a non-English installation using a single MSI?

Our application is installed on various non english OS and for that we create a MST file for each non english OS.
is there a way we can have just the msi which will work on english as well as non english OS?

In theory you could but it would be incredibly complex. How, for example, would you handle translations for all the text on dialogs and their controls? That one exercise on its own would, for me, make it a no-brainer - forget it.

If we dont have to worry about the dialog translations, english would do. only thing is that single MSI should be able to install on all OS.
