Software Deployment

I've got a software install that was created with Installshield using MSI. I can run SETUP.EXE /v"/qb" and it quietly installs. However, it only installs for the current user. Is there some way for MSIEXEC to install for all users? The only related switch I found was /jm which only advertises the install, which won't work in this case. Separating the MSI from the Installshield wrapper does not work either because it appears to need to run with it in order to install properly.
