Basicly we assign tickets per location 98 percent of the time and I need to be able to have the tickets auto asigned to the techs based on location. I have set up a location custom field. The couple of rules that I have tried will not change anything or if it does I can not search for it by owner.

the owner for the  category value should be unassigned. If you used the guided tour to create the Default Owner, I would go back into the helpdesk and change to unassigned for each category.
