Custom actions must call an exe file or a script (VBscript, JavaScript). It cannot be used to call another MSI (you also cannot run two MSI packages at one time).
Tip: If you want to run a batch file, specify the command interpretor as the executable, and the script as an extension (cmd.exe mybatch.bat).

You can run an MSI from within an MSI if you embed it within your main MSI package. Custom Action type 7.
Custom Action types:
7: Nested install residing in the installation package
23: Nested install in the current source tree
39: Nested install or an advertised package

Check the MSI Type of the Custom Action causing the error and change it to something appropriate.
