I agree with Msipackager
U r trying to extract wse from an exe which is not at all possible bcoz of the reason that exe is a compiled/binary ver of a wse hence it doesnot contains the header which can open this file in wse.

There are tools out there to decompress and "decompile" Wise setups (Google e_wise.zip or exwise05.zip) but I don't think there is anything that can get a WSE file for you.
