Such issues come because, there are some problems in msi database. You can find it by yourself...
Are you installing as administrator? Is there any garbage registry in tour package?

Hi I gave permission to the registry

Are you absolutely sure you are running the installation as an administrator?
It should make no difference to the installation if you gave rights to the registry key if you already are running the installation as administrator.

Delete that registry from your package, and try to install again. This is just to get next approach....I am not suggesting you to delete registry permanently.
