Devart seems to use an Inno Setup. MSI snapshots for this software have been very messy and the plugin has been unavailable in Visual Studio. Since this is being used with SQL Datatools APP-V was not a good option - perhaps it may work though. In order to disable the auto update feature an active setup was used.
sqlcompletefree.exe /VERYSILENT /NOICONS /NORESTART

Issues, the /NOFEEDBACK switch doesn't work.
