Windows Installer won't stop - help anyone?

I have none of the programs that are mentioned as possible causes of the problem. No Roxio, no MSMoney, no nothing like that. And yet, everytime I cold or warm boot I get a windows installer error looking for UM.MSI.

How on earth do you stop this?
