Why does the imaging process get stuck at "Apply image"?

We have a bunch of Windows images that get stuck at the Apply Image step. Some new techs built images specific to Dell Latitudes based on my scripted OS install. Most seem to deploy without issue, but today I found 55 images stuck at "Apply image". I had them clean it up and keep 2 to troubleshoot.

Any idea why an image would hang at step 6 "Apply image"?
