InstallShield and the defunct Wise have a com extraction tool.

The InstallShield one only works is you working with an ISM, it does not work directly editing an MSI.
As a bit of a work around, you can add a new component, use the wizard, then choose COM Server, when you add the file, there is a tick box option to extract the COM info.

Yes, the WiseComCapture.exe in any of the Wise packaging tools would help in this respect.
