Which is the best repackager

I'm looking to repackage some older applications and maybe even some new ones to roll out via Group Policies around our school. We have over 500 computers and are constantly have to install new educational software so I need a good way to repackage software so that it can be install and uninstall easilly.

Of course if anyone has any other ideas, I'm open to suggestions.

I think there's been plenty of discussion, particularly Installshield vs Wise, [url=http://itninja.com/question/tools-with-minimal-windows-dependencies?661]this[/url] is a recent example.

I use Wise package studio here (and Orca for the ocassional edit), it's easy enough to get along with.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
so that the conversation will remain readable.
