I don't see this as an option for filtering in my ticket rules. I was wondering if this option is available. I want it to auto categorize a ticket based on a submitters email.

Use the rules wizard to create a rule that checks for username. Once the rule is generated you can edit the SQL select statement to match on email address instead of just username.
