Please Wait While Windows Configures ...

This problem occurs with apps I have repackaged as MSI or even with apps I have installed from CD .. I find that after a reboot/login I get "Please wait while Windows configures <app name here>". I don't even If the install source is not readily available (CD, msi file, etc), I am prompted to insert it. When done I am prompted to click OK at which point it starts again. This may happen 5 times before it stops. Anyone else seen this?

Sounds like the MSI package is performing a self-heal/self-repair, which usually means a dirty MSI package.

Check the Application Event Log for MsiInstaller logs, and troubleshoot the component(s) in question.
