Passing a .mst file to an Installshield .exe

Hi,
I have run across this problem on at least 2 occations now repackaging Nortell Smart Phone and currently Cascade v3.30.
I am trying to create an Unattended install for Cascade v3.30. I have an .exe and an .msi file I am unable to to create a transform using WISE Package Studio, It seems to work correctly, but when I edit the .mst it has not saved configuration settings I made during the install correctly. I almost always have issues with WISE and InstallShield .exe's or msi files. It appears that the .exe will not create an .iss file as I have tried to run the setup.exe /r several time and never get the .iss file created. If I run setup.exe /help it seems to indicate that I could pass a transform to the .exe (is that even possible?) but since I cannot get a working transform created that really is not of much help. Has anyone repackaged Cascade or run across simular issues repackaging other applications? Thanks very much for any suggestions that you might have to get around this problem.

You need to decide which you're going to use, an MST or a response file. If there was a fundamental issue with WPS creating transforms, I suspect we'd know about it. You're presumably aware that, by default, the recorded SETUP.ISS file gets put into %SystemRoot%? Perhaps there's an existing one there with its read-only attribute set? Perhaps the account you're usibng doesn't have sufficient privileges to write files there? Use the '/f1' switch to specify another location for that file.
