Sounds like Windows Installer is running a repair every time you launch.

Have you manually patched or updated the software?

It sounds like you included something in your package that does not belong (possibly something the launching user cannot install due to security or WFP). Check your application event log to narrow your search, and/or give the trial of PackageCleaner a try:

(the free trial should serve to expose the item if this is your problem)

Check your Application log in Evernt Viewer.

It will tell you which component is being re-installed.

Once you know THAT, you will know what to fix in your MSI.

Heres one way to get there on a Windows XP machine,
Start Menu -> Control Panel -> Administrative Tools -> Event Viewer (Double Click on 'Application' log and look for Warning or error messages inserted by the Windows Installer.
Happy Hunting!![;)]
