are we talking about MSI? cause then you could either put a condition on the component, or, if the components are in separate features, change the InstallLevel on the feature you don't want to 0

pjgeutjens is correct here.
For ex. to install one component on Windows 7 and other on Xp only. conditionalize one component as VersionNT64 and other as VersionNT.
In above example, depending on OS it would install only one component.
