How to disable "tip of the day" option in Per machine mode while TextPad is launched?

The setting is per-user and stored in a HKCU key, as it is a user-specific setting, some users may want it turned on, others off - You could try an equivalent HKLM setting, but I doubt it will work.
You just need to use an advertised shortcut or ActiveSetup to populate for all users, as mentioned on the above link - if you are unsure how to proceed with either of those two options search the site, and/or ask a question about them if you can't find the information you need.
