Most of the recent versions of InstallShield support MSI -> ISM conversion via the File .. Open .. dialog box.
Start InstallShield and select File .. Open .. then browse to your MSI. In the same dialog box there should be a dropdown selection to open the file as 'Auto' or 'Wizard'. You need to select 'Wizard' and then you will be prompted if you wish to convert to ISM.

BTW, how does your question qualify as one about 'Windows Installer Errors'? This forum is for questions about errors returned by the WI engine (see the link 'MSI Errors' at the top of each forum page for examples). You ought to have posted in the 'package Development' forum.
