You may specify what files should not be removed during uninstall at the component level. However, the terminology differs between the Wise and InstallShield products:
In Wise Package Studio:
In the "Setup Editor" view, locate and right click on the component that contains the file you wish to have remain on the system after an uninstall operation.
Select "Details" and then check the "Leave installed on uninstall" checkbox.
In InstallShield AdminStudio:
Choose "Components" from the "Organize Your Setup" tree on the left and select the component you wish to have remain on the system after an uninstall operation.
Change the "Permanent" property of the component to "Yes".
