msiexec /i appname.msi TRANSFORMS=transform.mst /qb, as a regular user, without admin access, the install works fine, but not in GPO.What does an error 1: mean? Nothing in the event logs either.

Did you get this from a verbose log?
If not a verbose log would say more then that I guess.
