Customizing a vendor msi with an mst, I receive this error when deploying with GPO:

Yup, that's it. The only changes I made were the restrictions on silent installs and removed the "Admin" required to install. If I run the msiexec /i appname.msi TRANSFORMS=transform.mst /qb, as a regular user, without admin access, the install works fine, but not in GPO.

What does an error 1: mean? Nothing in the event logs either.

Did you get this from a verbose log?
If not a verbose log would say more then that I guess.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
