I'm guessing your question is, how to package your common components?
Build them into merge modules seems the obvious solution.

Like what are the requirements stories that can be given for this type of packaging like including licensing, keeping readme file...etc

Your intial post implied that you were something like a software publishing company and that you were looking for the best way to deploy common components in your installation packages. Now you seem to be asking for general advice about what to package.
