Make the 'exclude items' forced description only optional.

Agree; however there should be a "temporary" exclude option for just this package (no description required) and a "exclude and save to exclude list" which you could add a description for.

The hope is that by describing it you will be forced to better understand what is being excluded and inherently share that knowledge with others on your team that use the tool. You could always type "Junk" for everything and bypass this feature but it was intended to add value.
