Error 1730

I am faced with a unique situation. I have an application with no change or remove button present in the Add/Remove programs. The MSI properties ARPNOREMOVE and ARPNOMODIFY have not been set. When i try to uninstall this application from the cmd line it gives me the following error message. Error 1730 You must be an Administrator to remove this application. To remove this application log on as Administrator or contact your technical support group for assistance. I am an administrator on this machine. What is causing this issue?

Try looking at the ADD Remove opition in the Installtion expert. There are radio buttons that control the Remove and Change buttons within Control panel.

This issue has been noticed only on one machine. I do not have access to Wise to take a look at the Installation expert. Can anybody provide more insight.
