Elevate rights to C drive

I have an application that has to work on XP.For printing invoices with this application ,the user should have write permissions to C drive(because it saves the document temporarily under C drive directly as C:\abc.xyz)

Which is the best way to achieve this in an MSI package using Installshield.
If I elevate rights with lock permissions table it gives a very inconsistent behaviour ,working sometimes and sometimes not.

Check if you can move the file to some directory instead of keeping at the root of C:. this information sometimes will be in the Registry or INI files.
or
include a dummyfile with the file name in your package to be installed to C:\ and set permissions on it.
