I'm wondering if there is a place where once can get MST's that others have made for popular applications? Everyone has their preferences, but I think many want the same thing in deploying applications; disabling autoupdate features, startup programs, etc. Is sharing Transforms illegal?

This has been discussed before and the general consensus seems to be that this is not a great idea. Main reason is that it would be an impossible task to check that all the MSTs are "clean" and do not contain any copyrighted files. MSTs could be considered a "binary diff" of the actual product installer and should be treated as such.

My own personal take on this would be to share wix build scripts/projects which are xml only. This would allow you to share the same data/knowledge as you are suggesting but on a different level. If we could create something like a community effort to maintain a svn repository of wix projects to build common apps I'd contribute to that. It might be far fetched to actually make that happen though ;-)
