Hi,
Giving permissions to "Remote Access Connection Manager" service may solve your problem in user mode on launch.
Use setacl.exe to give permssions.
setacl RasMan /service /grant users /full
I am not sure about the setacl syntax. just check in the help of setacl.exe

Thanks for the reply Joseph.
I tried the way you suggested, but it did not solve the problem. I think i have figured out the real problem and i am doing some more tests to resolve it.
