adding the new MST to Cache (INSTALLER folder)

HI ,
I am installing an MSI with a wrapper MST. Now I changed the MST to add one more shortcut. but the issue is that installing the MSI with MST with Properties REINSTALL=ALL and REINSTALLMODE=vomus is not caching the MST present in the c:\windows\installer and so the new MST is not getting applied instead the old one is being applied.

If i manually copy the new MST at C:\Windows\Installer then the application is working fine and installing a new shortcut as required.
have someone faced this kind of issue and suggest some resolution for the same.

Here is what we do
Get the transform from: "HKCR\Installer\Products\<convertedGUID>\Transforms"
replace the present MST ("%WinDir%\Installer\<ProductCode>\<.mst>) with the new one with the same name or if differ then change the registry value above.

msiexec.exe /fomusv <ProductCode> /qb!
