ACTIVESYNC 4.1 THRU ZENWORKS 4.0

Been trying to deployActiveSync 4.1 thru Novell Zenworks 4.0 for standard users but i keep getting this error 1603. It install fine as an admin user but for standard user it comes up wiv an Error 1603.

Any Ideal?
