Someone tell me a package name for active setup implementation my understanding is if any entries needs to appear in all users then implement active setup

Not in AllUsers - but in HKCU registry, or a user section of the file system.

Active setup is used, when you application has user based data (files/registries etc) and your application doesn't have any advertised shortcut. So if you use active setup in this scenario, user data will be installed for the users who ever logs in.
