There 2 important options.

TSC_START_NOW: This is the ”Launch Jing after installation”. Setting this to 0 would disable it.
TSC_START_AUTO: This is the “ Start Jing when the computer starts”. Setting this to 0 would disable it.

so, for example

jing.exe INSTALLDIR=”c:\Jing” TSC_START_NOW=0 /qn /l*v “%TEMP%\jing.log”
