Note
I have found instead of using NMSAccess (included in CDBurnerXP Pro) for user rights to Low Level Device Access in Windows XP, you can use the following registry key/Policy to enable users rights to CD Drives.

Registry Key:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"allocatecdroms"="1"

Policy: Local Policy > Security Options
"Devices: Restrict CD-ROM Access to Locally logged-on users only" = Enabled

Noet: This disables users from sharing their CD/DVD Devices over the network to allow users to access the device.

In the event that you get "cannot find supported Drive" error, all you need to do is download WIWW (windows installer wrapper wizard), then specify setup.exe of the NeroBurnRights installer then specify in the command line options box /silent /Burnrights:all to allow for all users to burn. Works great.

1 Download latest 3x from http://www.cdburnerxp.se/
2 Extract the zipfile (if thats how you d/l it) & run the setup.exe just to the opening screen so it extracts the msi & other associated files for you. These files will be extracted somewhere in your %temp% directory, for me it was a subdirectory "_is160".
3 Move the CDBurnerXP Pro 3.msi & other files out of the directory to wherever you will deploy it on the network. Modify _ISMSIDEL.INI to reflect this location.
4 run your favorite msi command line for example "msiexec /i "CDBurnerXP Pro 3.msi" /qb!+ ALLUSERS=1"
5 as an (currently broken..for me anyways) alternative, you should be able to edit the setup.ini & under [Startup]CmdLine= you could add /qb!+ ALLUSERS=1 (this has worked for me in the past for some msi files that can utilize the setup.ini, but this one does not work currently for me).

*Note - if you have a 3x version previous to 3.0.101 then you should uninstall that first.
