This way works too:

1. install opera 9
2. run populate msi and add the programm folder in a new project
3. if neccessary - add some regkeys in the same project
4. build a msi

this msi works properly under xp and w2k3 server.

You can toggle settings to 0 for single user mode, icons, etc...

1. download and install Opera
2. create a new project with populate msi - all files and folders on %program files% include, you can use any other msi packager
3. use a tuner and create some shortcuts
4. build a package

Tested under W2k, XP and MS Servers - works fine.
