Note

After MSI deployment if your upgraded AdWords editor is crashing, uninstall it and check if there is any other version installed. If yes, uninstall it then install again the latest version and then it should work.

Proper method for 9.7.1

Use orca to open msi, create new transform

Table 'Directory'
Amend existing table row 'Google', change column Directory_Parent to ProgramFilesFolder
Add new table row, Directory=ProgramFilesFolder - Directory_Parent=TARGETDIR - DefaultDir=.

Table Property
Add new table row, Property=ALLUSERS - Value=1
Add new table row, Property=FolderForm_AllUsers - Value=ALL

Generate the transform and save it as, for example AllUsers.mst

Then invoke via msiexec (requires an elevated command prompt), for example:

msiexec /i C:\temp\adwords-editor-en-US.msi TRANSFORMS=c:\temp\AllUsers2.mst /qb- /l* %SYSTEMDRIVE%\logs\adwords.txt

(obviously changing the paths as appropriate to point to the msi and mst)

This *should* result in not only a working 'all users' install but in theory should mean that updates to the software will also work, while methods listed above will fail to update. I can't test this for sure until 9.7.2 comes out...

With this command line, allusers are set to EVERYONE, "Just me" is default in the installer. We also accept the end user license with eulaaccepted=yes

Note
The version 9.5.1 of the product is installing into user profile directory and MSI parameters are ignored. I solved it via following:
* open downloaded MSI in ORCA msi editor (or any other),
* change the value of CustomAction->SetDirectory to not user specific
* save changed MSI
